The Honourable Commissioner for Oil and Gas, Delta State, Hon. (Chief) Peter Okagbare Uviejitobor has called on the Nigeria Midstream and Downstream Petroleum Regulatory Authority, NMDPRA for collaboration in order to achieve effective service delivery.
He made the remarks in Asaba while addressing NMDPRA State Coordinator, Engr. Ohwodiasa Victor and his team who were in his office on a courtesy call upon his assumption of office.
According to him, “I am highly pleased to welcome you on behalf of the State Governor, Rt Hon Elder Sheriff F.O. Oborevwori (JP) to the Ministry of Oil and Gas, Delta State.
While commending the State Coordinator for conceptualizing this laudable initiative. Our role is to compliment Nigeria Midstream and Downstream Regulatory Authority; calls for collaboration.
“This Ministry coordinates the application process for Spatial Location of Filling Stations, LPG Plants, Oil Terminals and related Businesses in Delta State that led to the grant of Consent by the Executive Governor, before it will be transmitted to your office for Approval to Construct (ATC), adding that if any application to your office without the Governor’s consent has not met the State requirements,” Uviejitobor added.
“The Ministry organises yearly sensitization and training sessions for LPG Plants and Category D LPG Retail Outlets with Resource persons drawn from your office.
“I strongly believe this visit will open a new vista of collaboration between the Ministry of Oil & Gas and Nigeria Midstream and Downstream Petroleum Regulatory Authority.
He stated that this Ministry is saddled to ensure standards are sustained within the sector and sympathized with the families of those whose lives were lost in the unfortunate gas explosion that took place in Agbor.
Responding, State Coordinator of Nigeria Midstream and Downstream Petroleum Regulatory Authority, Engr. Ohwodiasa Victor, said I’m commending the Honourable Commissioner of Oil and Gas and the State Governor.
“This meeting is for collaboration and to improve the training of personnel on safety in the Petroleum Sector. For the citing of Liquid to Gas facility in the State. There are three strata of approval.
In his words, the license to establish and look into the factor of proximity before issuing license to construct. Our office request for documentation of approval of consent of Host State.
Police clearance, of course to enable the Police look at the location to the interference of traffic in that area. The State Fire Service also grant permit to consent on behalf of the State Governor to issue fire certificate and report.
At the license to establish, we request for the fire certificate while the last one is the approval building plan which always takes a lot of time. Special distribution of internal component of the plant. There are some we get from the State Government
Each Oil and Gas facility supposed to maintain from the adjoining properties. We have to find out that approval to site has been a problem of operations to issue.
“The essence is purely on safety and the protection of lives and property. We will continue to collaborate with you,” he added.
